It appears that Washington's picture of China is ten years out of date. Back when China's GDP was half its current size.
Now China leads the world in every science, in most technologies (all of the new ones), diplomacy, economics, governance, and even weaponry.
It's over. There's no observable 'competition' going on.
Remember, there are more hungry children, drug addicts, suicides and executions, more homeless, poor, illiterate, and imprisoned citizens in America than in China.
